That is one possibility. I can't confirm if that's the case as I'm not an artist. Could ask the staff about it.

I do remember one of the artists on this site had that very same issue trying to buy EVs. What should come up under the EVs is a box that says “Get this pack” with another box that has “Paypal” on it.

Yeah I have the same issue. All I see on that page is my settings too and no option to buy packs

As artists you cant buy them- you cant even ask for commision
